May 14, 2019 · Troubleshooting: Brought new heatsink and fan. Took thermal paste off CPU with appropriate cleaning fluid and repasted CPU and fitted heatsink and fan. Booted PC, fans came on, MOBO light on, but no POST beep and no signal. Checked PSU with PSU tester and it appeared faulty. Replaced PSU and tested it with PSU tester and all appeared fine. Try the power reset above line one. try new coin cell (hp pc the bios will go nuts with this bad cell, as do most MOBO) try different PSU. try removing all loads on MOBO. try new video card, even a $5 used, express card works here, for bios tests, no PROBLEMs. x16 slot for that. bad RAM, try 1 stick at a time,.

Apr 27, 2017 · If I restart or put it to sleep the fan goes right back to its high speed once the power is back on. The only thing that has worked is after booting, is to log into windows then shut it down through the start menu. After that to leave it off for 30 seconds then boot it up again. Once back on its speed is what it used to be and is almost silent.

Connect power to the power supply. Do NOT connect ANYTHING else. Make sure you have the power connector on the CPU fan connected.
